Regulations about distributed chairs of International open distributed Caspian University
Regulations about distributed chairs are worked out taking into account the recommendations of the participants of the distributed chair meetings and preliminary discussing of the projects in the universities-founders of IODCU. The recommendations of Russian State Open Institute of The Ministry of the Education of the Russian Federation, national educational Institutes of The Caspian region are taken into account. The regulations may be modified by the decision of a Distributed chair.
1. GENERAL REGULATIONS
International Open Distributed Caspian University (IODCU) is based on Distributed Chairs that are formed of teaching staff of the corresponding chairs of the universities participating in the project.
A Distributed Chair is an informal unity of scientists, teachers, researchers of related chairs of the universities participating in the project, carrying out classes of the same (or rather close) disciplines and research works being of the common interest in order to conduct scientific and pedagogical actions within the bounds of IODCU.
Distributed chairs are regional training, scientific and methodical unities of related chairs created in order to establish a unified open educational space.
2. CHAIR TASKS
Distributed Chairs fulfill the following tasks:
2.1. Correlation the curricula of the specialties being of interest for the universities ( two and more ) participating in the project, with the common curriculum taking into account national state standards of the countries within the bounds of the universities terms of reference concerning volume and contents of education.
2.2. Adjustment of programs of related disciplines (volume and contents) within the frames of the universities terms of reference.
2.3. Working out unified criteria of students’ knowledge and proficiency assessment, if possible.
2.4. Working out unified teaching methods if possible.
2.5. Organization and conducting joint research works , promotion of scientific ideas and research results in the countries with the purpose of national economical development.
2.6. Active assistance in the matter of expert preparation of all levels (Baccalaureat, Specialists, Masters, post-graduate students, Doctors) for all countries taking part in the project , when fulfilling all the requirements of the state national standards.
2.7. Education of the nature care, sense of the responsibility of the students and understanding of the importance of this mutual cooperation.
3. FORMS OF WORK
The main means for realizing the above-mentioned ( and other) tasks are regular joint consultations, studies of the experience of chairs participating in the project and its distribution to Distributes Chairs, conducting scientific, methodical and joint conferences, short term exchanges of leading scientists for delivering lectures and carrying out joint researches at the universities-partners on the conditions agreed beforehand, teachers’ and scientists’ participating in State Examination and attestation commissions, Dissertation Councils, examinations, tests, etc.
The main form of the chair works is a working out and realization of measures for providing with top-quality specialists including international student contests, scientific forum and an educational tourism.
4. FORMING AND STAFF OF THE CHAIR
A Distributed chair is formed of the most authoritative and experienced scientists and teachers of each university, headed by a leading scientist in a pedagogical and methodical field of the chair. It is affirmed with a joint decision of the rectors of the universities-participants and reported at the general Assembly of the Association of the State Universities of the Caspian Region Countries.
The Term of office of Distributed chair Executive Director is determined by the chair decision separately in each situation and must not exceed 3 or 4 years.
On the expiry of the term Executive Director renders an account at the Distributed chair conferences, Constituent Council of IODCU and in individual cases (according to the decision of the President of the Association of the State Universities of the Caspian Region Countries ) at the General Assembly. In accordance with the account of the competitive re-election of Executive Director is conducted.
The posts of the vice Executive Directors are entered in the staff of Distributed chairs of every University-participant according to their posts in the National Universities or to the assignment of the rector.
A vice Executive Director of every national University bears the responsibility before the university-leaders for the Distributed chair activity within the bounds of the University, gives an account before a university guidance ( university administration, academic council ) and a Distributed chair.
A Deputy Executive Director of a Distributed chair is a responsible representative of every University-participant in the national university, he bears the responsibility for the realization of Distributed chair aims and tasks and first of all for the quality of specialist preparation before a Distributed chair and IODCU. At the same time a vice Executive Director of a Distributed chair is a tutor-examiner at each university.
Academic disciplines taught by the Distributed chair are determined with curricula of the specialties of the Distributed chair, and in some cases they can comprise disciplines of several «related» Chairs of every participating University (together with teachers of those disciplines).
Actions of teachers of a University of a Distributed chair within the bounds of IODCU must not contradict the legislation, normative documents and The Charter of the University, can not make harm the University.
5. SUBORDINATION OF DISTRIBUTED CHAIRS
The progress of a Distributed chair activity is determined by the activity of the proper chair of every university participating in the project within the framework of a Distributed chair and IODCU.
Exactingness, comprehension and support of this activity on the part of the university administration of every university-participant are the main conditions for successful work.
Within the terms of reference of IODCU a Distributed Chair is subject to the Rector of IODCU who obeys directly to Executive director and President of the Association of the State Universities of the Caspian Region Countries.
IODCU coordinates realization of joint education «two-Diploma» programs, scientific and other joint activity of the Universities (and their chairs ) participating in the project.
6. FINANCIAL GUARANTEE OF A DISTRIBUTED CHAIR ACTIVITY
The Association of the State Universities of the Caspian Region Countries is not a state organism and hasn’t a state financial support. All the arrangements within the bounds of the Association are settled the account of every university and sponsor aid.
The activity of Distributed chairs and IODCU is delivered at the expense of Universities participating in the project.
IODCU and Distributed Chairs are not independent commercial structures and must develop such kind of the activities which direct not only to ensure the indemnity of University expenses but the development of educational structures of IODCU.
The directions of the work are:
student training of all kinds of the preparation within the bounds of IODCU;
organization of short courses ( full-time or part-time, distant learning ), improvement of skill, specialization and refresher courses;
organization of work of Distributed post-graduate students and Doctors;
joint preparation, edition and realization of training, methodical, reference and other kinds of literature.
participating of academic universities in international scientific researches which gets financial aids from non-budget funds of every country;
organization of international Student Educational tourism.
All means getting by Distributed chairs direct to the maintenance and development of a Distributed chair and structures, ensuring its activity, if necessary.
