Order of the university interaction within the bounds of IODCU in the sphere of open distributed education
The order of the university interaction within the bounds of IODCU in the system of International Open distributed Education in the Caspian region has a recommendation character and can be changed in the conditions of practical work, traditional and juridical field of each university participating in the project.
These alterations are mentioned in the treaties concluded by the universities or in the records of proceedings.
DEFREE OF BACCALAUREAT AND SPECIALIST.
1.1.The student of any university who has a desire to study in the parallel university must inform the supervisor of his university or the center of IODCU which must be organized at each university participating in the project (International Educational University Center of IODCU.)
The student must inform of his decision beforehand in order to economize academic time. It would be better if such a decision takes place on the first course.
1.2. International Educational Center of IODCU of a base university:
1.2.1. accepts official student applicant for training in the system of IODCU.
1.2.2. acquaints the student with The Charter of IODCU, principles of training process organization, particular demands if they are of the university where the student wants to get parallel education.
1.2.3. draws up agreement between a base university, student and a parallel university and organizes official registration of the agreement on the side of the base university and the student;
1.2.4. directs 3 exemplars of the agreement to the parallel university to being signed by the leaders of the university-partner. At the same time the following documents must be presented:
official attested copy of school-leaving certificate;
certification of entrance exams at the base university;
copy of the order of the student entrance ( on the decision of the selection committee ) on the first year of a base university
1.2.5. In the case if the application for the training was given from the last year student, a base university sent to the parallel university the official extract from the student record book and if necessary an academic certification with all learned disciplines, its volume, kinds of final exams and the results.
1.2.6. According to the request of the parallel university, the base university has to show all the necessary information about student training.
1.2.7. After receiving all the necessary information mentioned in point ___, the base university has to acquaint the student with the documents and to get his final official agreement for the training. The agreement shall enter into force after all the mentioned procedures.
The base university determines the cost of the services being rendered to the student during the training in the system of IODCU including them in general cost of the training.
1.2.8. At the end of each academic year university must direct to the parallel university an official certificate with all learned disciplines, volume, kinds of final exams and the results.
1.2.9. The base university in International Educational University center of IODCU bears the responsibility for timely carrying out by the sides of all the demands of the Charter of IODCU and the contracting commitment.
1.3. International educational center of IODCU of the parallel university fulfills the following work:
1.3.1. Documents examination having been got from the base university are made by a Distributed chair of IODCU, the official education structures of the universities according to points 1.2.1.; 1.2.4.; 1.2.5. The decision about student’s entrance within the system of IODCU are taken after undergoing the examination.
1.3.2. A Distributed chair through official structures carries out:
a comparative analysis of academic plans of future training in the base and parallel university ( taking into account the conditions of current student intake.)
taking a decision about the curricula of disciplines, academic works for repassing of the results;
determining of the disciplines and separate kinds of the academic works exceeding the limits of the agreed academic plans;
working out the order and the forms of student training, approximate kinds and terms of the attestation ( an individual plan of student work ), and the cost of the parallel university services.
Annotation: The cost of the services for the forthcoming academic year is mentioned finally. The cost of the services for the following years is mentioned approximately (according to the first academic year), taking into account the inflation, the change of payment conditions of the teaching staff and other cases the cost of the services can be changed.
Supplementary services which can be rendered to the student by the parallel university (supplementary tutorials, libraries, student hostel, transport etc.) and their approximate cost are mentioned.
1.3.3. returning two exemplars of the signed agreement between student and the university (one — for the students) and all the information according to point 1.3.2.
1.3.4. The term of the beginning of all the agreed relations between base and parallel universities is considered an official agreement of the base university and the student with proposed conditions, forms of the parallel training and cost of the training.
1.3.5. International Educational University Center of IODCU through the official educational structures carries out the regular control of students training work, maintains contact with the base university and the student, participates in the preparation of orders, necessary for academic work, participates in the organization of the state exams and defense of Diploma project in State Attestation Commission.
1.3.6. The base of the parallel education within the bounds of IODCU is a distant learning on the base of modern international technology and also traditional methods of part-time training.
1.4. Final State Attestation of the students, qualification awarding and delivering of the diploma carry out under the following system:
1.4.1. Final State Attestation specifies final state exams passing at the official state attestation commission and the defense of a Diploma project.
1.4.2. The student can prepare the exams after distant technologies in the basic or parallel university with participating of the Distributed chairs teaching staff.
1.4.3. The student takes state examinations in full time before state national commission that makes final decision.
The content of the State Attestation Commission is presented by the teaching staff of the distributed chair of the proper university.
1.4.4. The student having fulfilled all the academic programs can take state examinations irrespective of the place of training and of taking some of his exams, if their results are declared by the university.
1.4.5. The decision of the State Attestation Commission doesn’t depend on previous student training activity. It’s an independent state examination of student knowledge with a final mark determining his theoretic preparation under the training at the university.
1.4.6. The theme of a Diploma project is determined by a Distributed chair according to the standards requirements of both universities participating in two-diploma training programs. Thus scientific supervisors from each university are nominated for the student, defining volume, contents and methods of the student’s degree work acting within the framework of Distributed chairs.
1.4.7. The project is defended at each national certifying commission of participating universities that makes the final decision if it is possible to assign the corresponding qualification and to award national state diploma of the corresponding university participating in IODCU.
II.POST-GRADUATE STUDY
The meaning of the Distributed post-graduate is the following:
2.1. The post-graduate student can be admitted to the post-graduate study in full accordance with national legislative. The form of the training (full-time or part-time) is determined by the basic university.
2.2. Thus the post-graduate student puts in documents for parallel training in the other university through the services of IODCU.
These documents should fully correspond with the legislative and national standards of the parallel university. The original of the Diploma should be presented at the State Commission for learning and getting an official copy and then returned at the basic university.
2.3. Selection committees of both universities examines the documents and takes a final decision after student interlocution or exam. The proper order is published at each university.
The training at the parallel university is carrying out in full or part time using the distant learning technology.
Annotation: The post-graduate student can be entered as the competitor at the parallel university. The demands for entrance documents are simpler.
2.4. The scientific supervisors from each university within the framework of a Distributed chair are nominated for the competitor. He carries out a Dissertation work suggested by Distributed chair according to the standards requirements of both universities. The theme is approved by Academic Council of both universities.
2.5. The supervisors determines volume and contents, the bounds of theoretical and experimental researches, methods of the post-graduate student’s degree work acting.
2.6. As a rule, research work should be carried out at the basic university. Theoretical courses as the state exams can be delivered both universities (under approved academic programs).
2.7. The post-graduate student can take his candidate exams at the National State Commissions (and then twice in both universities) or at the common commission appointed by both universities. The exams take place in one of the universities in accordance with the decision of the leaders of the universities.
The candidate exam should be correspond with the standards of both universities.
2.8. Annual post-graduate attestation is carrying out by the distributed chair in established order.
Annotation: In all the cases the decisions of the Distributed chair are automatically the decisions of the proper university chair or are formally duplicated. The post-graduate defense and the pronouncement of a final decision take place at the basic university with the participation of both supervisors, in exceptional cases in both universities.
2.9. The text of the Dissertation should fully correspond with the standards of the country being the partner.
2.10. The Dissertation is presented by the Distributed chair of IODCU, the proper chair of the university or the Academic Council.
2.11. The Dissertation examination takes place separately at each university in full accordance with the Dissertation requirements with post-graduate personal participating in the cases if necessary.
2.12. The Dissertation defense takes place in the Dissertation Council in established order using the language of the country being the partner.
2.13. The cost of the training is determined by the basic and parallel university, taking into account the concrete conditions, including the language preparation of the university-partner.
2.14.When achieving the mutual agreement, the three-power treaty is concluded.
III. MASTERS.
Normative documents of national directive institutions are in the base of taking on as Master. Principles and technology of training are based on the organization principles of Baccalaureat training.
IV. IMPROVEMENT OF PROFESSIONAL SKILL REFRESHER COURSES
Such a kind of academic educational activity is completed by certifications awarding (Diploma, attestations) of higher educational institute whatever the activity of the pretender at the university. The Rules for the admittance on different kinds of the training are determined by each university taking into account normative acts and documents of National Educational Institutions.
The contents, volume of the training and other conditions (hostel, transport etc.) and the training costs are the subject for bilateral or multilateral discussing (with sponsor aids).
