Charter of International open distributed Caspian university
The Charter of IODCU is the main document that forms two-sided and more-sided relations and cooperation for creating of open educational association (space) in the Caspian region in order to provide access for the students of every country to educational structures of other countries and receive of any education.
Charter of each university, legislative statements of the Caspian Region Countries, ministry directives and meeting documents of the Heads of the Government of the Countries of The Union of The Independent States in 1992 and 1996 in the sphere of educational cooperation are juridical bases of higher educational institution cooperation of The Association of The Caspian Region Countries for creating of open educational association (space) in the Caspian region. Within the bounds of the Union of the Independent States these statements guarantee:
equality of all educational institutions of State National Educational Systems
permanent comity of state educational documents received in the territory of the Union of the Independent States
Creating of open educational space is one of the priority directions of the state politic of the Union of The Independent States in the sphere of education.
The main signs of unified educational space are the following:
community of principles of the state politic in the sphere of education;
co-ordination of state educational standards, programs, criteria and requirements;
equal possibilities of the citizens for free receive of the education in the educational institutions in the territory of The Union of the Independent States.
Taking into account of the foregoing and unified striving of International University Community for the realization of open educational space in Caspian region, universities-members of the Association of the Caspian Region Countries enter into bilateral and multilateral relations on the base of the signed Agreements on the Unified Educational Activity in the region within the bounds of IODCU.
GENERAL REGULATIONS
1.1. International Open Distributed Caspian University, hereinafter referred to as the «IODCU» is created in the process of the realization of the 5th General Assembly decisions of the Universities of the Caspian Region Countries, which took place in Elista (Russia ) in the 11th of 2000 taking into account the international meetings
in Aktau ( republic of Kazahstan, 19-21 of October of 1998)
in Elista ( republic of Kalmikia, Russia, 19 of January of 2001)
in Atirau (republic of Kazahstan, 12-14 of September of 2002)
in Astrakhan ( Russia, 3 of April )
The decision of the creating of International Open Distributive Caspian University is ratified by Academic Councils of each Universities participating in the project.
1.2 Full official name of creating educational structure in Russian is — «Международный открытый распределенный Каспийский Университет».
Full official name of creating educational structure in English is — International Open Distributive Caspian University.
Abbreviation in Russian is МОРКУ.
Abbreviation in English is IODCU.
1.3. Within the bounds of national University on the territory of the proper states International Open Distributive Caspian University functionates in full accordance with The Charter of each national University, legislative acts of the States in the sphere of Education, leading documents of official national state educational structures.

National Coordinating Centers of IODCU are headed by the pro-rectors of the proper universities ( according to the decision of the rectors of the university-national Coordinating center of IODCU).
1.6. Each university creates an International Educational University Center of IODCU. University Centers are headed by the responsables staff of the university fixed by the rectors.
Juridical status of IODCU
2.1. IODCU is not an independent juridical person.
IODCU in International Coordinating center is a structural subdivision of the Association of the Caspian Region Countries and an organ accountable to the President of the Association and its Executive Director.
Juridical proxies of IODCU is determined by the present Charter.
2.2. IODCU has its own stamps, forms and nominal attribute under common abrivature of The Association of the Universities of the Caspian Region Countries.
2.3. Financial operations within the bounds of IODCU are realized on the bilateral and multilateral bases with International University Centers by using properties and official documents of its universities in accordance with each university established procedure.
2.4. All financial receipts which could take a place within the framework of IODCU and each International Educational University center get at the disposal of the national university which determines its politic within the bounds of IODCU, setting it in two-sided (many-sided ) agreements of common educational activity.
2.5. National centers have no aim of deriving profits from its educational activity within the bounds of IODCU. All possible profits from the activity of IODCU structures are directed to its development and Charter aims realization. All financial and economic activity of IODCU educational structures is reflected in financial accounts of each national university.
III. ORGANISATIONAL STRUCTURE AND REALIZATION METHODS OF THE REGULATIONS AIMS OF IODCU.
3.1.An organizational structure and reciprocity system of all the subdivisions of IODCU and national universities are presented by mentioned schema:

3.2. International Coordinating Center, National Coordinating and University Educational Centers fulfill the role of the organizers and coordinators of all the system of Open education within the bounds of each national university, on the part of the state territory, forming a part of a unified open educational space and a Caspian system of Open Education.
The Centers fulfill the following tasks:
Organizational work in accordance the educational structures, plans, programs and other documents, determined all the system of the specialist preparation.
Organization of explanatory and publicity activity of national universities within the bounds of IODCU.
Rendering official educational structures of national universities assistance to form all kinds of training, to provide university interaction in the sphere of training, registration and control of students, probationers, post-graduates within the bounds of IODCU.
Organization of interaction of official educational research structures and organizational work for providing with national universities in order to conduct join projects.
Rendering assistance to create the system of all kinds of students, probationers, professors, research workers exchange in areas of the development of open educational system
Working out, concordance, putting in action of all necessary documents, connecting with the System of Open Distributed Education Development.
3.3. Main organizational structures of IODCU educational systems are current official structures of open (part-time) education of each university participating in the project.
Tasks of the structures are following:
official accompaniment of students, probationers and post-graduates admittance entering the system of IODCU for training in the current university in accordance with the Charter of IODCU and national legislation of each country.
Working out individual plans of all kinds of educational activity for every student in compliance with the developing training principles entering the system of IODCU and current national legislative.
Conclusion of agreements determining the rights, duties and mutual responsibilities and system of financial interaction of students.
Providing of students with all necessary educational, methodical supplies, determining of distant learning interaction means for successful realization of training educational programs.
Control of student educational activity, timely information of all structures participating in the project.
Forming of all national documents for final training level including conducting of final exams and defense of Diploma-project.
3.4. IODCU is based on Distributed chairs formed on two-sided and many-sided bases by universities participating in the project within the frames of the ratification Regulations.
3.5. Within the bounds of each university a Distributed Chair is presented by the proper chair of the university.
KINDS AND DIRECTIONS OF IODCU ACTIVITY.
Universities within the frames of IODCU make two-sided and (or ) many-sided agreements which determine the way of University interaction in the sphere of training students:
4.1. Preparation of Baccalaureat. According to the educational plans in full accordance with the national legislation of each country, passing the disciplines of the Universities participating in the project.
4.2. Preparation of Masters. A student enters the Masters with a Diploma of Baccalaureat of proper direction. He trains under an individual plan, providing him with the possibility to pass some exams on separate disciplines in the national university within the framework of the Distributed chair.
4.3. Preparation of post-graduate studies. Realized by Distributed Chairs under mutual coordinated plans of training and scientific activity of post-graduates.
4.4. Deep study of some disciplines, first of all a base university cycle (some sections of the highest mathematics, theoretical and experimental physics, general, analytic, organic biochemistry etc.). Such a preparation can be required to the post-graduates, teaching staff, researches carrying out by the universities within the bounds of IODCU with the proper level chairs.
4.5. Probation period and specialization, within the bounds of IODCU are carrying out by the universities with top-quality teaching staff and technical potential on some scientific directions, efficient activity, sociology, sports preparation etc. Within the frameworks of such educational activity language preparation can be organized.
4.6. Exchange of teachers, researchers for delivering lectures, carrying out joint researches in some directions of science, exchange of educational methods etc.
4.7. Carrying out join researches on urgent problems of the region.
Carrying out full-time and part-time scientific conference, symposium, contests, etc.
4.8. Conducting join student arrangements with the purpose of educational developments: conferences, contests, student exchange, organization of student educational tourism.
FORMS OF REALIZATION OF EDUCATIONAL PROGRAMS.
5.1. All kinds of mutual activity of the universities within the bounds of IODCU are realized on the conditions agreed beforehand with efficient definition of financial and other kinds of the responsibilities of the sides. Particular consideration must be given to all kinds of the cooperation on the mutual-compensatory ( non-currency ) base, in particular, organization of students living in the families and other kinds of price reduction of the arrangements.
5.2. All kinds of the educational activity within the bounds of IODCU are carried out under individual and training plans and working programs, whereas the previous degree of students preparation, their interests and inclinations, bents, individual learning rates of educational material and also possible demands of a future employer and student.
5.3. Training of students, probationers and post-graduates is conducted by the teaching staff, participating in agreed university relations using the material and technical resources under the official educational structures control of each university and Distributed chairs of IODCU.
5.4. Term of the study is determined by individual training plans and depends of its successful realization of each student. At the end of the study the student takes state examinations personally at national state commissions and carries out one degree project at state national commission. The post-graduate defends a Dissertation at an official national Dissertation Council, the probationer can deliver a certificate of successful fulfillment of a program or a specialization under the decision of the proper university chair.
5.5. An individual plan of a student must provide current (intermediate) attestations carrying out no more once a year. Attestations are hold at each university on the base of attestation documents (extract from students’ record books and registers, academic certificates etc.) which are officially presented by each university participating in the project according to the mutual educational activity. The results of the attestation are fixed with proper orders (instructions) at each university-partner.
5.6. The student (post-graduate, probationer) is allowed to final attestations if affirmed individual plans noting all the intermediate attestations are fulfilled.
5.7. The order of mutual relations between the student and the university (universities) is fixed in bilateral (university-student) or multilateral (university-student-university, university-student-sponsor-university etc.) agreement.
