At present the University has trained 2200 specialists from 77 countries, more than 100 candidates of sciences, about 250 students improved their skills and got internships. Nowadays about 400 foreign students from 37 countries are being trained in ASTU.

Foreign students start their education from enrollment in the Faculty of International Student Preliminary Training in September-December.

Citizens of CIS (Republics of Belorussia, Tajikistan,   Kazakhstan, Kirgiziya) apply for ASTU with the students of the Russian Federation from the 9^th July till 12^th July the contest of Certificate of general education, from the 16^th July at the end of entrance exams. Enrolment from the 5^th August till the1st September

After having passed final exams (which are also entrance exams), the graduates of the Faculty of International Student Preliminary Training could continue their education in our  university.   

The working language for all kinds of the entrance examinations is RUSSIAN.  For foreign citizens is to study at Faculty of International Student Preliminary Training for 1 year, the graduators of the faculty are awarded the certificate in prescribed manner.

The period of entrance exams - from 16th till 30th July. Tuition fees comprise from 1600 to 2000 $ per year.

Preparatory courses of Pre-university Preparation Faculty are from September 15 till April 1- evening classes and on Sundays, from June 20 till July 15-short-term courses.

The Russian language preparation at Faculty of International Student Preliminary Training carries out on the following directions: technical, natural and scientific, economic, medical and biological, humanitarian. After having passed final exams at the same time entrance exams, the graduates of the Faculty could continue their education in our  university as well as in other educational institutions of the country. The cost of  training is 1100 $.

Detailed information

The citizens from the Republics of Belorussia, Tajikistan, Kazakhstan and Kirgiziya train at the University on equal rights with the citizens of the Russian Federation. 

The International Open Distributed Caspian University (IODCU) with the headquarters at ASTU is established on the base of the Association of the State Universities of the Caspian Region Countries, where the students of the Association can get parallel education.

The University is situated not far from the centre of the city and the embankment of the river Volga. Academic buildings are grouped together  forming the Student’s town.

General provisions

1.2. The admission of foreign citizens in ASTU for education on basic programs of higher professional education is based on international contracts and intergovernmental agreements with the Russian Federation out of the funds of the corresponding budget (as well as within the quota determined by the Government of the Russian Federation); and on the contracts with payment for the cost of education by individuals or legal persons.

Foreign citizens are the following categories:

•  foreign citizens - individuals who are not citizens of the Russian Federation and in possession of documents confirming citizenship of a foreign state (including the citizens of the republics of former USSR);
• stateless individuals - individuals who are not citizens of the Russian Federation and not in possession of documents confirming citizenship of a foreign state.

1.3 The admission of foreign citizens for education out of the funds of corresponding budget is conducted:

• 1.3.1 within the quota determined by the Government of the Russian Federation.
• 1.3.2 Citizens of Republic of Belorussia, Republic of Tajikistan, Republic of Kazakhstan, Republic of Kirgizstan - according to the agreement on providing equal rights to the citizens of states-participants of Contract on intensification of integration in economic and humanitarian areas; and other international contracts and intergovernmental agreements with the Russian Federation - into state educational institutions of higher professional education.
• 1.3.3 Based on the Certificate of a participant of State program on providing aid for volunteer immigration in the Russian Federation of fellow countrymen residing abroad and having become participants of State program on providing aid for volunteer immigration in the Russian Federation of fellow countrymen residing abroad.
• 1.3.4 According to the Federal law "On public policy of the Russian Federation in relation to fellow countrymen abroad".

1.4 The admission of foreign citizens mentioned in the points above in ASTU for acquisition of education out of the funds of corresponding budget is conducted on competitive basis if other is not foreseen by the legislation of the Russian Federation.

1.5 The admission of foreign citizens in ASTU for contract education with payment by individuals or legal persons is fulfilled within the quota set with the license for the right for conducting educational activities under the conditions determined by annual admission regulations.

1.6 The admission of foreign citizens in ASTU on open qualifications of closed specialties is allowed only by the Federal Agency for Fisheries which is given in accordance with the positive decision of the Committee of the Ministry of Science and Education of the Russian Federation on the coordination of the admission of foreign citizens for education in educational institutions on open qualifications of closed specialties.

1.8 Foreign citizens have the right to apply for ASTU on non-competitive basis and the priority of admission in cases foreseen by the legislation of the Russian Federation.

1.9 The admission of foreign citizens is conducted on specialties and directions, as well as on special educational programs (for example, pre-university training on different profiles: engineering, humanities, natural sciences, etc.) included in the license of ASTU for the right for conducting educational activities which foresee awarding educational documents (certificates).

1.10 Foreign citizens are admitted for contract-based on-campus programs with payment by individuals or legal persons or directions by the Ministry of Education and Science of the Russian Federation within the admission control figures for pre-university educational programs in Russian secondary and higher educational institutions.

1.11 The admission of foreign citizens on skill improvement programs in the Russian language and Russian culture is conducted only for on-campus education based on the contracts with payment by individuals or legal persons.

Application and document admission

2.1 Document admission is conducted within the following dates:

2.1.1 From foreign citizens mentioned in the subpoint 1.3.1 of point 1.3 on terms determined by the Ministry of Education and Science of the Russian Federation.

2.1.2 From foreign citizens mentioned in subpoints 1.3.2-1.3.4 of point 1.3 on terms determined with the point 22 of the admission rules in FSEI HPE “Astrakhan State Technical University” for 2010/2012academic years.

2.2 A candidate for the first educational year has the right to apply for and participate in the competition on three directions of preparation (specialties) at the same time, which are fulfilled by basic educational programs of ASTU, as well as simultaneously for state-funded (only for foreign citizens mentioned in the subpoint 1.3.2 of point 1.3) and commercial places.

Foreign citizens in possession of United State Examination (USE) certificates have the right to apply on basis of USE results and file an application simultaneously in no more than five educational institutions on three groups of bachelor programs with equal entrance examinations for different forms of education which are fulfilled by basic educational programs in ASTU, as well as on state-funded and commercial places.

Applicants have the right to file an application for the first year as well as the necessary documents via public postal operators.

Documents, sent by a candidate via post, are accepted in ASTU provided they are received not later the terms determined with the point 22 of the admission rules.

2.3 A foreign citizen applying for bachelor or specialist programs is to present an educational certificate of a foreign state which is confirmed as equivalent to a state certificate of full secondary education or secondary professional education in Russia.

Foreign citizens in possession of an educational certificate of a foreign state which is confirmed as equivalent to a state diploma of a bachelor or specialist in Russia are accepted. for education on master programs

2.4 While filing an application (in Russian) for admission in an educational institution, a foreign citizen presents the following documents:

 All translations must be carried out on the first and last names typed in the entrance visa.

2.5 Foreign citizens mentioned in the subpoint 1.3.1 of point 1.3 also present the direction of the Ministry of Education and Science of the Russian Federation.

2.6 Foreign citizens mentioned in the point 1.5 apply for education based on individual contract also present:

2.7 Foreign citizens mentioned in the point 1.5 apply for education based on a contract with an intermediator firm also present registered direction from the intermediator firm with the indication of payment guarantees within the contracted terms signed by the head of the firm.

2.8 Foreign citizens having finished non-state educational institutions also present officially legalized copies of licenses and certificates of state accreditation.

2.9 All foreign citizens admitted for education in ASTU go through entrance documents (ID card, migration card, entrance visa) in the International relations Department.

2.10 Names of institutions, additions and changes to standard program, the amount of educational work on this program in academic hours and a number of hours of educational classes per week on this program must be mentioned in the prescribed manner in contracts with educational institutions, intermediator firms and individuals which foresee education of foreign citizens on skill improvement programs on the Russian language, Russian culture and literature.

2.11 Foreign citizens applying for the first academic year (apart from those in possession of a general secondary education certificate of citizens from the Republic of Azerbaijan, Armenian Republic, Republic of Belorussia, Republic of Moldova, Republic of Tajikistan, Republic of Kirgizia, Republic of Kazakhstan, the Ukraine) also present

2.12 Foreign citizens applying for master programs for master programs on the second and further academic years and second higher education programs also present a higher education document and its enclosure with a list of studied disciplines, academic hours and grades or an inquiry.

2.13 Foreign citizens having graduated from educational institutions of higher professional education situated outside the Russian Federation also present:

2.15 Admission of foreign citizens for education on programs of pre-university training is terminated on December, 1 of the current year. After December, 1 the admission is conducted in accordance with the decision of the vice-rector on international relations.

2.16 Application and admission of foreign citizens on skill improvement programs in the Russian language, Russian culture and literature and other programs is carried out all year round in accordance with contracts and invitations for education.

2.19 A candidate is given an aquittance of admitted documents on an individual basis.

Entrance procedure

3.2 If foreign citizens present USE results on subjects, included in a list of entrance exams for corresponding directions or specialties by ASTU, the University considers USE results as the results of entrance examinations on the given subjects.

3.3 Foreign citizens having the right for admission out of the funds of the corresponding budget and being winners or prizetakers of a final stage of all-Russian Olympiad for schoolchildren, are admitted in ASTU without entrance examinations on directions or specialties corresponding to the direction of all-Russian Olympiad for schoolchildren.

3.5 Foreign citizens mentioned in the subpoint 1.3.1 of point 1.3 are admitted in ASTU without entrance examinations on the directions by of the Ministry of Education and Science of the Russian Federation.

3.7 Admission for education on pre-university training and skill improvement programs in the Russian language, Russian culture and literature is conducted without entrance examinations.
